OFSP Appoints Kainjoo to Lead Strategic Rollout of DigiSanté, Switzerland’s National Digital Health Initiative

Gland, Switzerland – December 12, 2024 – The Swiss Federal Office of Public Health (OFSP) has appointed Kainjoo Consulting Group SA to support the strategic execution of DigiSanté. This landmark national program aims to modernise Switzerland’s healthcare system through coordinated digital transformation by 2034.

DigiSanté is a key pillar of the Santé2030 strategy. It aims to create an interoperable, secure, citizen-oriented digital health infrastructure that ensures data accessibility, service equity, and long-term sustainability. Spanning more than 50 interconnected initiatives, DigiSanté is designed to address critical system gaps—from fragmented data and redundant services to institutional capacity for innovation.

The program will coordinate digital efforts across federal, cantonal, and private healthcare stakeholders. Priorities include establishing national data interoperability standards, improving access to electronic health records, enabling the secondary use of anonymised data for research, and accelerating the digital maturity of public health institutions.

A Strategy Engineered for Systemic Change

DigiSanté represents a modernisation project and is an institutional transformation designed to ensure the Swiss healthcare system remains resilient, adaptive, and citizen-centric. The initiative builds on global best practices while preserving Swiss federalism and sovereignty by drawing from international benchmarks, including the European Health Data Space (EHDS) and Nordic data governance models.

Following its strategic selection, Kainjoo led a comprehensive audit of the healthcare ecosystem, mapping data flows, regulatory readiness, and technology maturity across federal and cantonal levels. This work emphasised health data interoperability and governance readiness—two strategic pillars in Switzerland’s long-term digital health infrastructure vision. The resulting analysis informed a scalable roadmap that strikes a balance between ambition and exceptional clarity.

From Principles to Practice: What DigiSanté Will Deliver

The strategy outlines seven operational goals:

  • Harmonising healthcare data through a national interoperability framework
  • Digitising public health authority functions to increase transparency and efficiency
  • Deploying unique identifiers across care settings to streamline data capture
  • Integrating DEP (Swiss electronic patient record) into expanded citizen services
  • Establishing regulatory frameworks for secondary data use
  • Building real-time analytic capabilities for system monitoring and policy response
  • Enabling cantonal innovation within a unified national architecture

Each program under DigiSanté has been evaluated against criteria of feasibility, scalability, and impact. Kainjoo introduced a structured prioritisation matrix and a risk-based performance framework to help OFSP align implementation with real-world constraints. This framework utilises digital health governance indicators aligned with international standards to enhance transparency and measurable success in implementation.

Trust by Design: Embedding Governance and Equity

The DigiSanté strategy addresses growing concerns about digital equity, privacy, and cross-border data governance. With citizens at the centre, the program ensures transparent opt-in models, data minimisation, and ethical safeguards across every project stream.

Looking Ahead: Roadmap to 2034

With initial phases commencing in 2025, DigiSanté will move through successive waves of pilot launches, data infrastructure investments, and legal harmonisation. By 2027, the program expects:

  • At least 60% of healthcare institutions are expected to comply with new interoperability standards
  • Fully functional interfaces with cantonal systems and federal analytics platforms
  • Increased citizen uptake of digital health services by 40% from 2024 baselines
  • Documented efficiencies in administrative processing and cross-institutional coordination

By 2034, DigiSanté aims to establish a connected national health data infrastructure that empowers citizens, reduces systemic inefficiencies, and enables Switzerland to lead in health innovation and responsible data use.
